Girish Bhatnagar

Girish Bhatnagar is a seasoned expert with 52 years in Public Procurement. He retired in 2009 as General Manager of East Central Railways after a 37-year career in Indian Railways. Over the past 15 years, he has completed 28 consultancy projects for various esteemed organisations, including the Governments of India and Bhutan, the World Bank, the African Development Bank, and others.

His contributions span Public Procurement Reforms, Procurement Law/Rules/Policy Document, Sustainable/Green Procurement, Capacity Building – Procurement Manuals and SBDs, Assessment of Procurement Systems – MAPS-II, Assessment of Public Procurement Market and barriers to participation, Disposal of Assets, Training – Training Needs Assessment, Developing/Digitizing Course Material (including MOOCs – Massive Open Online Courses), designing and conducting Training (approx. 50) in Public procurement in sectors like Government, Infrastructure (Railways, Ports, Roads), Currency and Coins, Public Sector Banking.

Recently, Girish Bhatnagar played a pivotal role in the development of the World Bank’s Training Manual on Sustainable Public Procurement for Postgraduate Courses and formulating Procurement and Asset Disposal Policies for Axis Bank. He is presently revising procurement manuals for the Ministry of Finance, Government of India.

Girish Bhatnagar’s educational background includes a B. Tech and PG Diploma in Mechanical Engineering from IIT Delhi. He has also received training from German Railways (DB) and Stern Business School, New York. His professional affiliations include a Life Fellow Membership of the Indian Institute of Materials Management (IIMM) and a Founding Membership of the Indian Railways Institute of Materials Management (IRILMM).
