Capacity constraints within government departments to deploy and manage AI tools.

Privacy, transparency, and algorithmic accountability concerns in public decision-making.

In addition to the aspects listed above, AI can be effectively deployed in :-

c. Claims Management.

it is highly recommended that AI tools is required for public procurement in the following areas

a) Budgetary provision
b) Planning & analysis for any procurement.
c) Contract management some extend
d) Payment in time in accordance with contract

Beyond this, AI can further support data analysis, risk detection, supplier evaluation, and contract management, contributing to more informed and strategic procurement decisions. However, the deployment of AI in these areas must be approached with caution, ensuring that ethical, legal, and data governance considerations are fully addressed before AI is relied upon in core decision making processes.

We can use AI in all areas of procurement process. This brings lot of efficiency in sorting and analyzing data useful in prudent decision making. AI can help in knowing market trends and can bring multiple perspectives. But tasks got performed through AI have to be intensively reviewed before putting in to use.

While there are a lot of places where AI could be useful in Procurement,in my view where there is a Rating criteria in Evaluation purely on the quality of a proposal ,there is a danger of misuse/mistakes.Like in Consultancies we want to rate understanding of TOR.In the case of Works it is better to avoid or restrict to say 30percent marks for rated criteria for this very reason ,

4️⃣ Evaluating the proposal: This one is probably my favorite.

A– Assign ChatGPT the role of a donor focal point or a selection committee member by prompting it to “play the role of X donor technical advisor in Y location, your role is to…etc), B– provide it with the criteria from the Call for Proposal document and the Donor Strategy, C– input your narrative and prompt ChatGPT to evaluate your proposal. ChatGPT will then provide you with recommendations to improve your narrative, all from the perspective of a donor focal point. Amazing, right?

But don’t be fooled – with the results of this approach, there is no guarantee that the selection committee or evaluators behind the table will think and work in the same way as ChatGPT does. However, it could help you to pinpoint potential oversights or areas that require improvement.

Given the large number of high-value contracts financed by the World Bank, it must lead in modernizing bidder verification. A key step could be a blockchain-based platform for digital submission and verification of qualification requirements, which would:
Enhance data transparency and integrity.
Enable seamless verification of bidder credentials.
Reduce reliance on outdated, paper-based methods.

By pioneering such an initiative, the World Bank could set a precedent for other Multilateral Development Banks (MDBs), potentially leading to a global blockchain platform for bidder qualifications.
