Yolanda Tayler is a senior international development and procurement expert with over 30 years of global experience advising governments, multilateral development banks, and international institutions on public procurement reform, infrastructure delivery, and governance. She has held senior leadership roles at the World Bank, European Investment Bank, and Central American Bank for Economic Integration, and currently serves as Senior Advisor and Lead International Consultant to the Public Procurement Authority of Ghana, leading the country’s MAPS assessment process.
Throughout her career at the World Bank, including more than a decade as Practice Manager for Governance Procurement, she led the global implementation of the 2016 World Bank Procurement Framework, spearheaded major procurement reforms across the MENA region, advanced PPP procurement and infrastructure financing, and built long‑standing partnerships across Asia, Africa, Europe, and Latin America. Her advisory work spans procurement diagnostics, institutional reforms, policy and regulatory design, standard bidding documents, emergency procurement, and integrity and risk mitigation, including work on donor‑related risks and corporate governance.
A certified MAPS assessor, Ms. Tayler is widely recognized for her thought leadership, having authored and edited influential toolkits and guidance on procurement, PPPs, health sector supply chains, and fragile and conflict‑affected settings. She is a frequent international speaker and lecturer and has received numerous distinctions, including the World Bank President’s Award for Excellence and the WBG Staff Association Excellence in Leadership Award. She holds an MBA in Finance from Boston College and a Bachelor’s degree in Industrial and Systems Engineering from ITESM and is fluent in English and Spanish, with working knowledge of French and Portuguese.
