Devesh Mishra

Devesh Mishra is currently engaged as Procurement Advisor/Consultant for Multilateral Development Banks (primarily the World Bank) to work on an intermittent basis on strategic tasks such as carrying out Country Procurement Assessment including through use of Methodology for Assessing Procurement Systems (MAPS 2018), preparation of practice manual on use of Life-Cycle Costing in procurement for infrastructure projects including through rated criteria, review of procurement cases for high value and complex contracts, Hands-on Expanded Implementation Support (HEIS), preparation of guidance notes and capacity building, training and mentoring of procurement staff from MDBs and government organizations.

He has a professional experience of more than five decades in project implementation, procurement of large and complex projects, and in procurement reform. He retired in September 2012 as Regional Procurement Manager for the Europe and Central Asia Region of the World Bank in Washington DC. He worked till the end of June 2013 as Senior Procurement Advisor (Consultant) for the ECA region of the World Bank.

In his career of 15 years in the World Bank, he worked first for about 5 years in the South Asia Region for large infrastructure projects in the transport and energy sectors, including post-conflict countries like Afghanistan, and then for Europe and Central Asia (ECA) Region for more than 10 years.

He was engaged by the World Bank as Lead International Expert on Country Procurement Assessment using Methodology for Assessing Procurement Systems (MAPS 2018) for Malawi, Zambia, Rwanda, Philippines, Indonesia, Ethiopia- Sector level, Bhutan, and Namibia (all completed). Engaged by the African Development Bank for MAPS Assessment for Mauritius, which was completed in November 2021. In total, as Lead Assessor, he has led MAPS assessments for nine countries in different parts of the world and participated as a team member for MAPS assessment for Kazakhstan.

Prior to joining the World Bank, he worked for more than 18 years for large power projects in India, also as General Manager (Contract Services/Procurement) for National Thermal Power Corporation (now NTPC Limited), New Delhi, India. This task included handling both pre-award and post-award activities of procurement with financing from MDBs and Bilateral sources.

Key technical/managerial strengths: Procurement under Multilateral Development Banks like the World Bank; public procurement reform including through MAPS assessment; procurement for large infrastructure and power projects; training and capacity building in procurement such as governance and combating fraud & corruption in procurement; design, supply & installation, and complex civil works procurement; contract implementation; and coaching and mentoring of procurement staff.

Educational qualifications: Devesh has a Bachelor of Science (Mechanical Engineering) degree from Bihar Institute of Technology, Sindri, India, a degree in Industrial Engineering from the Indian Institution of Industrial Engineering, Mumbai, and a post-graduate qualification in finance, Chartered Financial Analyst (CFA, India) from the Institute of Chartered Financial Analysts of India, Hyderabad.

Devesh lives in Fairfax, Virginia in the Washington DC area, and apart from his professional endeavors, enjoys nature walks (with Jerry – a dog inherited from his younger daughter, who teaches psychology in a university in Pune, India), reading books on diverse topics, particularly historical novels from different parts of the world, and listening to music, mostly songs from old Hindi movies.
