
Gian Luigi Albano
Gian Luigi Albano is Head of Division at Consip, the National Central Purchasing Body, Italy, and Adjunct Professor of Economics at University LUISS “G. Carli,” Rome. He obtained his Ph.D. in Economics from Université catholique de Louvain (Belgium) and a B.A. (Hons) from Università “L. Bocconi,” Milan (Italy).
Before joining Consip in 2005, Dr Albano was Assistant Professor at the Department of Economics of University College London. He is the co-author of the book “The Law and Economics of Framework Agreements – Designing Flexible Solutions for Public Procurement” (Cambridge University Press, 2016), and currently serves as Associate Editor of the Journal of Public Procurement. At LUISS “G. Carli”, Dr Albano regularly teaches game theory and industrial organization. He is an expert on public procurement for the European Commission, the Inter-American Development Bank, the OECD, and the World Bank. Dr Albano also contributes to the “Economics module” in the “Master in Public Procurement Management for Sustainable Development” at the ILO’s International Training Centre in Turin (Italy).
In October 2024, Dr. Albano has been elected Fellow of the US National Academy of Public Administration.
